Some information is here being provided about the activity of our NGO 'Laici Terzo Mondo', founded by one of our Brothers, Fr. Giusto Pala, in 1972, in collaboration with the Dehonian Fathers.

Our NGO has four branches of activity with secular experts in charge of each of them: Training, Plans and Projects, Information, Education to Development and Peace. Any and each decision is discussed on and taken by the LTM Board of Directors Meetings.

This paper will cover four aspects, giving useful indications for a further analysis on NGO's; moreover, it will help us in not missing any opportunity to cooperate with such organizations in our missions, as they are working hard in the field of human promotion.

1. 1. A different way of intervention in PVS (developing countries) based on the principles of international cooperation

The NGO 'LTM' (Third World Lay Volunteer Association) was founded in the 70's, when popular movements started to spread in industrialized countries with a strong commitment in solidarity towards poor countries populations.

These movements were officially recognized over the years, giving birth to the so-called NGO's (Non Government Organizations), with the special aim of realizing interventions of human development in poor countries as well as of spreading a kind of culture focusing on the world problems that cause the huge gap between the wealth of the so-called North World countries and the poverty of the South ones. The big need of money has led the NGO's to apply for the funds of Government budgets within the frame of international cooperation, these being the greatest part of the resources used at the moment.

LTM has been recognized by the Ministry of Foreign Affairs and by the EU as being qualified in the research and realization of international cooperation projects in developing countries. Its main aims are: serving man for his self-promotion, helping the dialogue between different cultures, educating to solidarity and development, informing on a correct knowledge of the relationships between the North and the South of the world, focusing on solidarity and a multi-ethnical culture, as well as on the idea of world-wide peace.

The many episodes of wars and famine often induce several NGO's to deal - either prevalently or exclusively - with emergency measures of human aids. On the contrary, interventions of endurable human development are the main concern of NGO's and follow well-tested strategies, which are to be used in order to benefit from public funds.

The idea of the endurability of the interventions is based on such aspects as the importance of training, the use of suitable technologies, and partnerships with local organizations which prove to be efficient and reliable.

On the other hand, the actual buildings, plants and the purchase of equipments are of secondary importance as long as they are not strictly connected to the solution of the problems under exam, and so to the pursuit of the proposed aims.

2. 2. How a project is born

An essential feature of any and each project is the idea of its endurability: this means that all the activities that have been set up are supposed to go on producing their effects once the actual phase of cooperation has come to an end; this results into being a thoroughly different method to plan and realize activities. The various steps a project is to go through are exposed as follows:

Both the NGO and the financing agencies ensure their supervision by means of technical and financial support as well as by missions to the intervention zones.

3. 3. Access to public funds and projects management

Once cooperation projects have come to definition, they are subject to the approval of the financing agencies; these latter carry on a close analysis, and as a consequence they can either refuse the request to cooperate in funds or ask for changes in the final operative or financial plan.

a) a) Financial contributions

- - Italian Government or EU pay their share of 50%of the total cost, while the NGO, or the NGO's, contribute 30 or 40% of the whole. The remaining is to be paid by the local counterpart (local NGO's, local Dioceses , local Governments, religious institutions) not in terms of money but of revaluation of already -existing structures and local labour. As can be seen, it is not a question of welfare activities, but rather of self-promotion, which implies involving the different local forces.

The problem of fund-raising does not leave out our everlasting commitment of animation activities, education to solidarity, to multi-ethnical culture as well as to the promotion of world-wide development and, last but not least, to a greater personal commitment not only in developing countries but also in our own dwelling- place, in Italy, in Naples…

a) The work of our lay collaborators

All our collaborators, who do not belong to the clergy, work as volunteers and do not receive any money for the above-mentioned activities; the same applies to the work of looking for sponsors and for any possible fund-raising activity. The latter is needed both for the share of funds in charge of LTM and for supporting short-term microrealizations in our missions (i.e. adopting a village, scholarships and financial support for university students, wells and small waterworks, aid for small agricultural and zootechnical enterprises).

b) Volunteers

- We rely on a 'specialized' body of volunteers, experts in cooperation; they are in charge of following the project personally on the site for a period of at least two years. The project provides for a money remuneration for these collaborators under a regular contract approved of by the Italian Government or by EU.

- There is another category of volunteers, those who work without any charge; they can be employed in these projects at all times for shorter periods. We set up Training Courses for such needs offering monthly week-ends as well as summer camps in our Dehonian mission sites.

- In Italy, in addition to the above-mentioned activities, our commitment also focuses on territory-centred projects (in our case, in Naples area):working in schools, collaborating with Naples University (Foreign Languages, Political and Social Sciences Faculties), as well as other associations operating in this field in the Mediterranean area, not to mention setting up training courses oriented to international volunteering in support of our projects.

- - One last remark: Italy has recently become a country of immigrants, and our concern must not be directed only to poor people in far away countries, but also to those we live close to, particularly the immigrants. During the Balkanian War we were appointed for taking care of the refugees by Naples Municipality, and have been operating with an Immigration Bureau over the last two years. We rely on the work of three volunteers among whom one coming from extra-European countries; starting from next May 2002 the number of people employed will increase to a total of five.

Different activities and events will occur, involving Embassies of Mediterranean countries, local institutions, several associations and agencies; among these 'Ippodromi e città', which will help making the race-course stadium facilities available to the event. There will be displays and competitions for raising funds to support our projects in Africa.
