Dear Brothers,

After our meeting of Major Superiors held from 05-16 this past November, the General Administration reflected on what you brought to our attention and recommendations you made on the various topics and arrived at the following conclusions which we now transmit to you all. It's only right, in fact, that after a consultative meeting some position be taken by the General Administration and its conclusions, decisions, and orientations be explained.

1. 1st Meeting of New Major Superiors

The meeting of first time major superiors was well-liked for the information provided on administrative procedures related to the General Curia and with the Congregations of the Holy See. The desire to see this repeated in the future was expressed.

The Manual was given to everyone; it is still in draft stage and will be improved and updated. Whenever Superiors run into problems, however, the General Secretariat is always available to respond to any questions or doubts.

2. Dehonian Family

This matter is an irreversible reality and was acknowledged as a movement of the Spirit and therefore a grace which enriches both persons and Institute. Equally, it moves down a difficult trail which is not without incertitude or newness and therefore not yet fully agreed upon by SCJs.

By responding to what was asked of us in Motion n. 1 at the 20th General Chapter, to identify more precisely what characterizes Dehonian Laity (cf. Plan, "We the Congregation: In Service to the Mission, nn. 25-27) and coming in touch in different parts of the Institute with the new emerging reality called the Dehonian Family, we now offer to everyone two texts; these are the fruit of the International Meeting of the Dehonian Family (October, 2000) and they are enriched by contributions made by the SCJ major superiors. The General Administration now makes them public as its response to Motion n. 1 and as a document of the Dehonian Family.

Additionally we encourage all SCJs as individuals and as part of district, regional, or province entities to deepen their practical understanding of this happening in the Church and its related theology, spirituality, and ministry which are suitable to the appreciation of the fact that the one "Project of evangelical life" that Fr. Dehon had can be shared with people found in other vocations.

3. Simplification of the Organizational Structures of Government within the Congregation

Every decision made in this area will depend on the next General Chapter. Still it is necessary to make preparations in order to do good work during the Chapter and providing it with well-thought out positions.

For your study we will send the materials which were previously presented at the meeting of provincials and allow you to re-consider them by involving the greatest number of members possible, especially those who are in a position to make a useful contribution.

The format and method of study is yours to choose; e.g., a provincial chapter, an assembly, the use of commissions or provincial council, etc. Your response must arrive by 30 November, 2002. You should work on the models that are presented and the corresponding juridical norms. It is also possible to present still other alternative models with adequate supporting statements. From the contributions that everyone makes, we will work out a "work document" that will be sent to all the members of the general chapter at the beginning of 2003.

4. Representation at a General Chapter

The study of "Representation at the General Chapter" undertaken in light of an updating of our proper law will follow the same procedures. As its departure point, it will follow upon a text already given the meeting of major superiors, corrected and enriched in part by your contributions and any later additions made by us. Your response must arrive in Rome by 30 November, 2002.

5. Representation at the 21st General Chapter

As a result of the consultation made in accord with our General Directory, n. 134, 1, we have chosen alternative 1 which provides for delegates from provinces and from regions "nullius provinciae" according to the following proportions of religious members:

A. From 1 to 50 members: 1 delegate

B. From 51 to 150 members: 2 delegates

C. More than 150 members: 3 delegates

To the BM province, with over 300 members and at the point of being separated into two new provinces (BC, BM), an additional delegate was granted to guarantee adequate representation to its component parts (BM, RBM).

The autonomous districts (IND, PHI) will be represented at the General chapter by an elected delegate each. The district superior, not being a major superior, is not a de iure member of the general chapter; he can, however, be elected as a delegate.

6. Centro Studi - Dehoniana

The superiors listened to reports on the work being done by the Centro Studi with deep interest and remarked upon the strong collaboration and fraternity shown by the group.

Besides managing the Dehoniana review and collaborating on preparing materials for Maredsous, it is working on researching and collecting the writings of Fr. Dehon and other scattered documents. It is on the verge of preparing a critical edition of the letters of Fr. Dehon after having just published a new critical edition of the Rénovation Sociale Chrétianne as the Plan "We the Congregation…" n.18 requested. Besides production of critical essays on our specific values, Centro Studi actively cooperates in programs of ongoing formation.

The General Administration is grateful to the men of Centro Studi and encourages superiors to see that their works are translated to make them useful in the formation and animation of their religious.

The review Dehoniana is well received by all provinces, regions, and districts that responded to the survey (24/30) conducted by Centro Studi. What is particularly valued is its contribution to the understanding and deepening of the Dehonian charism and spirituality. The General Administration agrees as to its validity and requests provinces having the same language to arrange translations so that the typical edition can continue to publish articles in the language of the author.

7. Applications Based on the General Conference at Recife

The commitment of the various parts of the Congregation to promote the awareness of the conclusions taken at Recife is rather diverse. In some provinces and regions there could be greater animation and explicit reference made to Recife. Yet all were interested in it and support social presence, works, and initiatives which are sometimes rather significant.

The General Administration believes that it is necessary to propose reflections and orientations of Recife in each province, region, and district. It should be found as a topic of formation in the various phases of formation and something that every level of government of the Institute should check up on.

8. Preparations for the 21st General Chapter

In keeping with the consultation and the exchange held at Rome during the meeting of major superiors we have selected

A. the theme of the Chapter: "The Apostolic Characteristic of our Institute: as it faces future challenges of the Congregation, with special attention to the challenge of refoundation".

B. the date of the Chapter: from May 12 to June 13, 2003.

C. the preparatory commission: Frs. Claudio Weber (BM), Peter McKenna (CA), Zbigniew Bogacz (PO), José Ornelas Carvalho (LU).

It should seek to maintain continuity with the 1997 Chapter and its theme "We, the Congregation: In Service to the Mission."

9. Plan 1997-2003 - "We, the Congregation: In Service to the Mission"

The spirit and orientation to "We, the Congregation…" in all parts of the Institute grows continuously. In some of them, the respective major superior plays an important role. This is turn flows from convictions held by the major superior and his council.

An evaluation in greater depth will take place during the 21st general chapter. The current goal is to complete all the operational choices indicated in the plan.

10. The International College

The 17 major superiors more directly involved, on behalf of their confreres engaged in specialized studies, updating, and personal renewal at Rome, unanimously accepted the 10 proposals made by the General Administration covering their relations with the superior of Rome II and the manner in which those who live there are inserted into the community. As a result these proposals will become part of the "Internal Rules of the College." This Rule along with the Statutes for the Generalate should govern the course and the features of this community.

As the General Administration, we invite the local superior of Rome II and the major superiors who have religious in our College, to maintain frequent and straightforward contacts to respond better to the goals of study, community life, and SCJ religious sensibilities, etc…that we all want to achieve.

11. Ongoing Formation

We are grateful to Frs. Zolile Mpambani and Osnildo Klann for their dedication and efforts in organizing and carrying out meetings and programs of ongoing formation sought by the 20th general chapter and by the 1997-2003 Plan (cf. nn. 19-21). Actual participation in such courses, except for the one in Portughese, was an illusion.

Yet, we are aware of the initiatives of ongoing formation undertaken in the various parts of the Institute and the many possibilities that some provinces and regions offer their religious. Not all SCJs take advantage of them, however, as would be expected of these times in which changes are rapid and frequent. All this depends greatly to administrative planning and encouragement that major superiors do in this area.

The general administration fully intends to complete the plan it set up by organizing a program of ongoing formation for Spanish-speaking persons between September and October 2002 at Rome. It will last only 45 days and include a pilgrimage to Dehonian locations. Topics will revolve mainly about the SCJ spirituality and charism. Its organization and coordination will be undertaken by Fr. Francisco Sehnem (BM) who recently arrived to become part of Centro Studi.

We encourage the smaller provinces within the same geographic zone and having the same language to set up common courses of ongoing formation.

12. Evaluation of the Service of a Major Superior

This topic was enormously welcomed; the suggestion was made to redo it again in these kinds of meetings so that communication and life and hope sharing help everyone. It should take place, however, at the beginning of a meeting and not at the end. Such exchange helps create an ambiance of communion among superiors and assists subsequent work.

13. Financial Matters

Several matters were treated. By making reference to chapter motions, the following is the essence of the situation:

A. Motion n. 2 of the 20th General Chapter reaffirmed the validity of F AG (General Aid Fund). Contributions from the provinces and the grants in aid have followed the path laid out in the document "A Road to Build…n. 16). What remains: to secure better guarantees of contributions from the provinces; to update the FAG Statutes to refine priorities applicable to assistance.

B. Motion n. 8 was designed to plan for the development of the Congregation and to acquire financial assistance on the part of the provinces whenever such plans are submitted at international meetings (cf. "A Road to Build…n. 17). Plans, even when not entirely related to the development of the Congregation, have been presented for evaluation by competent organisms, though not always in an acceptable manner. Thus it is not always clear upon which entity the responsibility for financing the project falls.

The next chapter should validate the efficacy of this motion and, in the event that it is reconfirmed, it should also define the concrete modalities for financing and the procedures to follow.

What also remains to be considered is to set in motion the remodeling of La Capelle. This is a significant undertaking for the services that it has begun to provide as a typically Dehonian center; it will be accomplished, as was decided at Recife, through the contributions of all the provinces and regions as some have already begun to do.

C. Motion n. 9 requires that "Before the General Chapter takes place, the General Administration name a Committee of Experts to examine the accounts of the provinces and the Curia. This Committee will prepare a evaluative report for the General Chapter."

At the meeting of the major superiors several related topics were considered: what accounts from the provinces should be presented to the general chapter: annual statements from the past six years or those consolidated from the past year. It was also asked: what should be highlighted in the evaluative report.

The General Administration will state its views on these questions at an opportune time, after it has had more time to reflect on them.

D. The revision of the NAB (Norms for the Administration of Goods) asked for by the General Chapter had already been entrusted earlier on to the General Treasurer who is having it looked at by experts on the topic of ecclesiastical goods in administrative and canonical law ("A Road to Build…n. 19).

14. Conclusions on Various Items for Communication from Superiors or the General Administration.

A. The date and place of the next international meeting of Justice and Peace promoted by the General Administration has been reconfirmed:

B. Meeting of Educators held at Salamanca this past July was promoted by the General Administration for the entire Congregation under the leadership of the Spanish province. Now the General Administration wishes to present the "Conclusions" of this meeting to the Congregation for study and enrichment in all our educational school centers; all are invited to keep in mind the "Dehonian Educational Plan" as an orientation for all our high schools.

C. The General Administration calls your attention to the "Final Message" from the International Meeting for Missionary Animation held in Rome from the 19 to the 23 of November, 2001 under the direction of Fr. Ryszard Mis and Fr. Zolile Mpambani.

It also encourages the undertaking of initiatives that promote and favor the exchange of missionary information, something that has repeatedly been insisted upon.

D. On 10 November, 2001, the unification of the CA Province and the CGA region into a single Regio Nullius took place. The change will take effect in June of next year.

In the near future we expect the division of the BM province into two new provinces: BM and BC as well as the creation of the autonomous district of Uruguay. In the meantime, the HI province has already requested the undertaking of the establishment of Venezuela as a reality independent of Spain.

E. The work on the Dehonian Archives confided to Maredsous proceeds apace. We are grateful to Fr. Adriano Borst for his efforts to clean up and organize the materials contained in this archive; to photocopy the originals, a work done with maximum precision and a great deal of patience.

We are asking all communities, provinces, or regions that possess letters or original texts of Fr. Dehon, to send them to the General Archives in Rome as some provinces have already done; these originals will be catalogued and classified and their conservation assured.

This task entrusted to Maredsous is only the first stage of a long effort to computerize all the materials of Fr. Dehon; the complete cost is high and will be proposed for approval at the next general chapter.

F. SCJ Bishops, 21 in all, have wanted to hold an international meeting in Rome to deepen Dehonian spirituality in their episcopal ministry. To be shepherds according to the Heart of Christ is an ideal for our bishops who consider themselves sons of Fr. Dehon and do not hide their profound SCJ identity which is lasting and manifest in them and enriched by their episcopal consecration.

G. During the Major Superiors' meeting the memory of our servants of God and our martyrs was recalled. Their witness should encourage us to imitate them in the generous gift of our lives. Their memory moves us to take into consideration their historical gift to the Church and the Congregation, being in service to the Kingdom of God "in souls and in societies". Their closeness to God is a stimulus for us to seek their intercession in faith and devotion, whether in our ordinary lives or when we need a special intervention from God.

We invite you therefore to promote the cause of Fr. Dehon, Fr. Prévot and our Bl. Juan Maria de la Cruz among the people of God so that "our saints" may be imitated and invoked as intercessors for the greater glory of the Sacred Heart and for greater holiness in the Church.

H. Lastly, recalling the 125 years since the foundation of our Institute, we propose the celebration of a special Dehonian Year to all our members, beginning with 14 February, 2002 and ending on 28 June, 2003. These are the two jubilee dates. In fact, on 14 February, 1877 at the Loreto Sanctuary Fr. Dehon received the inspiration and made his decision to establish our Institute. June 28 1878 has always been acknowledged as the foundation date, the day on which Fr. Dehon made his first religious profession.

For us this year should be a year of renewal in our charism, spirituality, and mission; we should return to the central nucleus of our inspiration: the mystery of the Heart of Christ, the charismatic mediation of Fr. Dehon, the recollection of our history and its most significant figures.

My dear brothers, with a firm hope that all these orientations and indications contribute to a renewed commitment of life and apostolate within the specific nature of our charism, we bless you and greet you fraternally.

Ai Superiori Provinciali, Regionali e Distrettuali e loro Consigli

Cari Confratelli,

Dopo l'Incontro dei Superiori Maggiori SCJ del 05-16 novembre scorso, il Governo generale ha ripreso quanto è stato detto e suggerito da parte vostra sui diversi temi, e ha tratto le seguenti conclusioni, che ora vi trasmettiamo. È giusto, difatti, che ad un incontro a carattere consultivo segua poi la presa di posizione del Governo generale esponendo le proprie conclusioni, decisioni e orientamenti.

1. I° Incontro dei nuovi Superiori Maggiori

È stato apprezzato l'Incontro dei Superiori Provinciali/Regionali al loro primo incarico, per informazioni sulle procedure amministrative con la Curia generale e con le Congregazioni della S.Sede. Si desidera che questa esperienza sia ripetuta.

Il "Manuale", che è stato consegnato a tutti, costituisce una prima bozza; esso verrà migliorato e aggiornato. Ad ogni modo, quando i Superiori incontrassero difficoltà, la Segreteria generale è sempre a disposizione per rispondere ai vostri dubbi.

2. Famiglia Dehoniana

Si tratta di una realtà irreversibile, riconosciuta come un evento dello Spirito, e perciò una grazia che ci arricchisce come persone e come Istituto. È però anche un cammino laborioso, non privo d'incertezze e novità, che ancora non trova piena concordanza tra gli SCJ.

Rispondendo a quanto ci è stato chiesto dalla Mozione n. 1 del XX Capitolo generale, di precisare i termini che configurano il Laicato Dehoniano (cf. Progetto "Noi Congregazione al servizio della Missione", n. 25-27), e venendo incontro alla nuova realtà emergente della Famiglia Dehoniana in diverse parti dell'Istituto, offriamo ora a tutti due Testi, frutto dell'Incontro Internazionale della Famiglia Dehoniana (ottobre 2000), arricchiti dal contributo dei Superiori Maggiori SCJ. Il Governo generale li rende pubblici come risposta alla Mozione n. 1, e come documento della Famiglia dehoniana.

Incoraggiamo inoltre tutti gli SCJ, come persone individuali e come corpo provinciale, regionale o distrettuale, ad approfondire la conoscenza pratica di questo evento nella Chiesa e la sua teologia, spiritualità e pastorale, adatte a valorizzare la condivisione con altre vocazioni dello stesso "Progetto di vita evangelica" che ebbe p. Dehon.

3. Semplificazione delle Strutture organizzative e di Governo, all'interno della Congregazione

Ogni decisione su questo argomento spetta al prossimo Capitolo generale. Bisogna però prepararsi per fare un buon lavoro durante il Capitolo, giungendovi con posizioni mature.

Vi inviamo perciò il materiale di studio, già presentato nell'Incontro dei Superiori, perché sia ripreso, coinvolgendo il numero più ampio possibile di confratelli, soprattutto se in grado di dare un contributo qualificato.

La forma e metodo di studio è a vostra libera scelta; p. es.: in Capitolo provinciale o in Assemblea, Commissioni, Consiglio provinciale, ecc... Attendiamo la vostra risposta entro il 30 novembre 2002. Si deve lavorare sui modelli presentati e sulle norme giuridiche corrispondenti. Si possono presentare anche altri modelli alternativi, legittimandoli adeguatamente. Dal contributo di tutti, si elaborerà poi uno "strumento di lavoro", che sarà inviato a tutti i membri del Capitolo generale all'inizio del 2003.

4. Rappresentanza al Capitolo generale

Lo studio sulla "Rappresentanza al Capitolo generale", in vista dell'aggiornamento del nostro diritto proprio, seguirà lo stesso iter. Avrà come punto di partenza il testo già presentato all'Incontro dei Superiori, corretto e arricchito in parte con il vostro contributo e ulteriori nostre aggiunte.

Le risposte dovranno pervenire a Roma entro il 30 novembre 2002.

5. Rappresentanza al XXI Capitolo generale

In seguito alla consultazione richiesta dal nostro Direttorio generale, n. 134,1, abbiamo scelto la proposta I, che prevede la rappresentanza dei delegati delle Province e delle Regioni "Nullius provinciae" secondo questa proporzione di religiosi:

- da 1 a 50 membri: 1 delegato,

- da 51 a 150 membri: 2 delegati,

- oltre 151 membri: 3 delegati.

Alla provincia BM, con oltre 300 membri e in fase di dividersi in due nuove province (BC, BM), si concede un delegato in più, per garantire una rappresentanza adeguata alle sue parti componenti (BM, RBM).

I Distretti autonomi (IND, PHI) vengono rappresentati al Capitolo generale da un delegato eletto. Il Superiore distrettuale, non essendo superiore maggiore, non è membro di diritto del Capitolo generale; può essere, però, eletto come delegato.

6. Centro Studi - Rivista "Dehoniana"

I Superiori hanno accolto con interesse l'informazione sul lavoro, che il Centro Studi svolge, ed ha costatato la forte coesione e fraternità del gruppo. Oltre a curare la rivista Dehoniana e a collaborare nel preparare il materiale per Maredsous, è impegnato nella ricerca e raccolta degli scritti di p. Dehon e altri documenti dispersi. Sta preparando l'edizione critica dell'epistolario di p. Dehon, oltre ad aver già pubblicato una nuova edizione critica della "Rénovation Sociale Chrétienne", come chiesto dal Progetto "Noi Congregazione…, n.18). Oltre a produrre piccoli saggi sui nostri valori specifici, collabora attivamente ai corsi di Formazione permanente.

Il Governo generale è grato ai confratelli del Centro Studi, e incoraggia i Superiori a far tradurre i loro lavori per utilizzarli nel campo formativo e nell'animazione dei religiosi.

La rivista Dehoniana viene valorizzata positivamente da tutte le Province/Regioni e Distretti, che hanno risposto (24/30) all'inchiesta lanciata dal Centro Studi. Si apprezza soprattutto il suo contributo nella conoscenza e approfondimento della spiritualità e del carisma dehoniano. Il Governo generale ne riconferma la validità e chiede alle Province della stessa lingua di organizzarsi per la traduzione, in quanto l'edizione tipica continua a pubblicare gli articoli nella lingua dell'autore.

7. Applicazione della Conferenza generale di Recife

È molto vario l'impegno con cui le diverse parti della Congregazione promuovono la conoscenza delle conclusioni di Recife. In alcune Province/Regioni ci potrebbe essere maggiore animazione e riferimento esplicito a Recife. In tutte c'è stato interesse e si sostengono presenze, opere e iniziative nel sociale, a volte anche molto significative.

Il Governo generale pensa che bisogna continuare a proporre, nella propria Provincia/Regione e Distretto, le riflessioni e gli orientamenti di Recife. Dovrebbe entrare come tema formativo nelle distinte fasi della formazione e strumento di verifica per ogni Governo dell'Istituto.

8. Preparazione del XXI Capitolo generale

In conformità con la Consultazione e l'interscambio avuto a Roma nell'Incontro dei Superiori, abbiamo determinato:

- Tema del Capitolo: "La specificità apostolica del nostro Istituto, di fronte alle sfide del futuro che interpellano la Congregazione, con speciale attenzione alla sfida della rifondazione".

- Data del Capitolo: dal 12 maggio al 13 giugno 2003.

- Commissione Preparatoria: PP. Claudio Weber (BM), Peter McKenna (CA), Zbigniew Bogacz (PO), José Ornelas Carvalho (LU).

Curare la continuità con il Capitolo del 1997 e il tema "Noi Congregazione al servizio della Missione".

9. Progetto 1997-2003 - "Noi Congregazione al servizio della Missione"

Cresce lo spirito e il riferimento del "Noi Congregazione..." in tutte le parti dell'Istituto. In alcune di esse, giocano un ruolo importante i loro rispettivi Superiori maggiori. Dipende molto dalla convinzione del Superiore maggiore e del suo Consiglio.

Una valutazione più profonda avverrà durante il XXI Capitolo generale. La meta attuale è portare a compimento tutte le scelte operative indicate nel programma.

10. Collegio Internazionale

I 17 Superiori maggiori più direttamente coinvolti, per i loro confratelli che compiono a Roma studi di specializzazione, aggiornamento o rinnovamento personale, hanno accettato all'unanimità le 10 proposte fatte dal Governo generale circa il loro rapporto con il Superiore di Roma II e la modalità d'inserimento a Roma di quei confratelli. Perciò, tali proposte faranno parte del "Regolamento Interno del Collegio". Detto Regolamento, insieme allo Statuto della Casa generalizia, dovrà marcare il cammino e la fisionomia di questa comunità.

Come Governo generale invitiamo il Superiore locale di Roma II e i Superiori maggiori, che hanno dei religiosi nel nostro Collegio, a mantenere dei contatti facili e frequenti, per meglio rispondere alle finalità di studio, vita comunitaria, senso religioso SCJ, ecc... che si vogliono raggiungere.

11. Formazione Permanente

Ringraziamo la dedizione e il grande sforzo dei pp. Zolile Mpambani e Osnildo Klann, per organizzare e portare a buon termine gli incontri e i corsi di Formazione Permanente, voluti dal XX Capitolo generale e dal Progetto 1997-2003 (cf. n. 19-21). La partecipazione ai corsi, escluso quello in lingua portoghese, è stata deludente.

Si apprezzano, però, le iniziative di Formazione permanente, che si realizzano nelle diverse parti dell'Istituto, e le molte possibilità che alcune Province e Regioni offrono ai loro religiosi. Non tutti gli SCJ però ne approfittano, come sarebbe da aspettarsi in questi tempi in cui i cambiamenti sono tanti e rapidi. Tutto è molto subordinato ai programmi di governo e alla forma di animazione che in questo campo fanno i Superiori Maggiori.

Il Governo generale intende portare a termine il programma previsto, organizzando, tra settembre e ottobre 2002, a Roma, l'incontro di Formazione permanente per i confratelli di lingua spagnola. Durerà solo 45 giorni, con il pellegrinaggio ai luoghi dehoniani. I temi verseranno soprattutto sulla spiritualità e il carisma SCJ. L'organizzazione e coordinamento è affidato a p. Francisco Sehnem (BM), che in questi giorni è venuto a far parte del Centro Studi.

A livello di zona geografica, incoraggiamo le piccole Province della stessa lingua a organizzare corsi di formazione permanente in comune.

12. Valutazione del servizio di Superiore Maggiore

Questo tema è stato molto apprezzato; viene suggerito di ripeterlo ancora in questi tipi di incontri, poiché la comunicazione e la condivisione di vita e speranza aiuta tutti. Dovrebbe, però, avvenire all'inizio dell'Incontro, e non verso la fine. Tale interscambio crea l'ambiente di comunione tra i Superiori e favorisce il lavoro seguente.

13. Questioni Economiche

Sono state trattate diverse questioni. Facendo ora riferimento alle Mozioni capitolari, questo è il punto della situazione:

A. La Mozione 2 del XX Capitolo generale ha riaffermato la validità del FAG. Per la contribuzione delle Province e per la concessione degli aiuti, si è seguito l'iter stabilito nel documento "Una strada da costruire…" (n. 16). Rimane da garantire meglio la contribuzione dalle Province; resta da aggiornare lo Statuto, per precisare le priorità di intervento.

B. La Mozione 8 intende programmare lo sviluppo della Congregazione e il reperimento dei finanziamenti da parte delle Province, in occasione della presentazione dei progetti ai raduni internazionali (cf "Una strada da costruire…", n. 17). I progetti, anche se non tutti attinenti allo sviluppo della Congregazione, sono stati presentati, ma non sempre in modo regolare, per una loro valutazione dagli organi competenti. Così anche non è chiaro su chi ricade la responsabilità del reperimento dei finanziamenti.

Il prossimo Capitolo generale dovrà verificare l'efficacia di questa Mozione e, nel caso fosse riconfermata, stabilire anche le modalità concrete dei finanziamenti e l'iter della procedura.

Rimane ancora da avviare la ristrutturazione de La Capelle. È un progetto molto significativo, per i servizi che ha già cominciato a rendere, come luogo tipicamente dehoniano; esso va realizzato, come deciso a Recife, con la contribuzione di tutte le Province/Regioni, come alcune stanno già facendo.

C. La Mozione 9 chiede che: "Prima del Capitolo generale, il Direttivo generale nomini un Comitato di esperti per la revisione dei bilanci delle Province e della Curia. Questo Comitato preparerà una relazione valutativa per il Capitolo generale".

Nell'Incontro dei Superiori sono stati trattati temi connessi: quali bilanci delle Province presentare al Capitolo generale, se i bilanci annuali del sessennio o se quello consolidato dell'ultimo anno. È stato chiesto: quali aspetti evidenziare nella relazione valutativa.

Il Governo generale si pronuncerà su ciò a tempo opportuno, dopo più ampia riflessione sulla questione.

D. La revisione delle NAB, chiesta dal Capitolo generale, è già stata affidata a suo tempo all'Economo generale, che le farà esaminare da esperti in diritto amministrativo e in diritto canonico circa l'amministrazione dei beni ecclesiastici ("Una strada da costruire…, n.19)

14. Conclusioni su vari temi, oggetto d'informazione da parte dei Superiori o del Governo generale

A. È riconfermata la data e il luogo del prossimo Raduno Internazionale di Giustizia e Pace, promosso dal Governo generale:

- Montréal, dal 30 settembre al 10 ottobre 2002.

- I temi sono quattro: Analisi strutturale, Lavoro con le ONG, Formazione e Laicato, Ruolo dei Mass-Media nella globalizzazione.

- Organizzazione: affidata alle Commissioni di Giustizia e Pace dell'America del Nord.

B. L'Incontro degli Educatori avvenuto a Salamanca, nello scorso mese di luglio, è stato promosso dal Governo generale per tutta la Congregazione, affidandone l'organizzazione alla Provincia HI.

Ora il Governo generale presenta all'attenzione della Congregazione le "Conclusioni" di tale incontro, perché siano studiate e arricchite in tutti i nostri Centri Educativi Scolari; invita a tenere conto del "Progetto educativo dehoniano" come orientamento per i nostri Collegi.

C. Il Governo generale presenta alla vostra attenzione il "Messaggio conclusivo" dell'Incontro Internazionale dell'Animazione Missionaria, avvenuto a Roma dal 19 al 23 novembre 2001, sotto la direzione di p. Ryszard Mis e di p. Zolile Mpambani.

Incoraggia anche l'avvio di iniziative che favoriscono l'interscambio di informazioni missionarie, chiesto con insistenza.

D. Il 10 novembre 2001 è stata fatta l'unificazione della Provincia CA e della Regione CGA in un'unica Regione Nullius. Entrerà in funzione nel prossimo mese di giugno.

Per il prossimo futuro si attende la divisione dell'attuale BM in due nuove province: BM e BC; come pure la creazione del Distretto autonomo dell'Uruguay; mentre la Provincia HI ha ora inoltrato domanda di avvio del processo di erigere il Venezuela come realtà autonoma dalla Spagna.

E. Prosegue il lavoro affidato a Maredsous circa l'Archivio Dehoniano. Ringraziamo p. Adriano Borst per il suo lavoro di pulire e ordinare il materiale contenuto in questo archivio; di fotocopiare gli originali; lavoro fatto con la massima precisione e molta pazienza.

Chiediamo a tutte le comunità, Province e Regioni, in possesso di lettere o testi originali di p. Dehon, di inviarli all'Archivio generale di Roma, come già hanno fatto alcune Province; questi originali saranno inventariati e informatizzati, ne verrà assicurata la conservazione.

Questa parte affidata a Maredsous è solo la prima tappa di un lungo lavoro di computerizzazione di tutto il materiale di p. Dehon, la cui spesa totale è elevata e sarà proposta all'approvazione del prossimo Capitolo generale.

F. Anche i Vescovi Dehoniani, 21 in totale, desiderano celebrare un incontro internazionale a Roma, per approfondire la spiritualità dehoniana nel ministero episcopale. Essere Pastori secondo il Cuore di Cristo, è l'ideale dei nostri Vescovi, i quali si sentono figli di p. Dehon e non nascondono la loro profonda identità SCJ, che permane e si manifesta in loro, ora arricchita dall'ordinazione episcopale.

G. Nell'incontro dei Superiori è stata ravvivata la memoria dei nostri servi di Dio e dei nostri martiri. La loro testimonianza ci deve incoraggiare a imitarli nella donazione generosa della nostra vita. La loro memoria ci spinge a valutare storicamente il contributo dato da essi alla Chiesa e alla Congregazione, stando al servizio del Regno di Dio "nelle anime e nelle società". La loro vicinanza con Dio ci stimola a domandare la loro intercessione, con fede e devozione, sia nella nostra vita ordinaria, sia quando abbiamo bisogno di un intervento speciale di Dio.

Vi invitiamo quindi a promuovere la conoscenza di p. Dehon, p. Prévot e del nostro Beato Juan María de la Cruz in mezzo al Popolo di Dio, perché i "nostri santi" siano imitati ed invocati come intercessori, a maggior gloria del S. Cuore e per una maggiore santità nella Chiesa.

H. Infine, ricorrendo i 125 anni della fondazione del nostro Istituto, proponiamo a tutti i confratelli la celebrazione di uno speciale Anno Dehoniano, con inizio al 14 febbraio 2002 e termine il 28 giugno 2003. Sono due date giubilari. Infatti, il 14 febbraio 1877, presso il Santuario di Loreto, p. Dehon ebbe l'ispirazione e prese la decisione di fondare il nostro Istituto. Come data di fondazione, è stata sempre riconosciuta il 28 giugno 1878, quando p. Dehon emise la sua prima professione religiosa.

Per noi dovrebbe costituire un anno di rinnovamento del nostro carisma, spiritualità e missione, ritornando al nucleo centrale della nostra ispirazione: il mistero del Cuore di Cristo, la mediazione carismatica di p. Dehon, il recupero della nostra storia e delle sue figure più significative.

Carissimi confratelli, con la speranza che tutte queste indicazioni e orientamenti contribuiscano ad un rinnovato impegno di vita e di apostolato, nella specificità del nostro carisma, vi benediciamo e salutiamo fraternamente,

Aux Supérieurs Provinciaux, Régionaux et de Districts, et à leurs Conseils

Chers Confrères,

Après la rencontre des Supérieurs Majeurs SCJ des 5-16 novembre dernier, le Gouvernement général a repris ce qui a été dit et suggéré par vous sur les différents thèmes, et a tiré les conclusions suivantes que nous vous transmettons maintenant. En effet, il est juste qu'une rencontre consultative soit suivie par une prise de position du Gouvernement général, expliquant ses propres conclusions, ses décisions et ses directions.

1. La Ière rencontre des Supérieurs Majeurs nouveaux

La Rencontre des Supérieurs Provinciaux et Régionaux à leur premier mandat, ayant pour but de les renseigner sur les procédures administratives à suivre dans leurs relations avec la Curie générale et avec les Congrégations du Saint-Siège a été bien appréciée. On souhaite que cette expérience soit renouvelée.

Le «Manuel» qui a été remis à tous les participants n'est qu'une première rédaction; il sera amélioré et mis à jour. De toute façon, si les Supérieurs trouvent des difficultés, le Secrétariat général se tient toujours à leur disposition pour répondre à leurs doutes.

2. La Famille Dehonienne

Il s'agit d'une réalité irréversible, reconnue comme un événement de l'Esprit et, par conséquent, comme une grâce qui nous enrichit en tant que personnes et en tant qu'Institut. Mais c'est un cheminement laborieux qui n'est pas privé d'incertitudes ni de nouveautés et qui ne trouve pas encore un accord complet parmi les SCJ.

En répondant à ce qui nous a été demandé dans la Motion n. 1 du XX° Chapitre général, c'est-à-dire en essayant de préciser les termes qui donnent forme au Laïcat Dehonien (cf le Projet «Nous la Congrégation au service de la Mission», n. 25-27), et en essayant de répondre à la nouvelle réalité émergeante de la Famille Dehonienne dans les différentes parties de l'Institut, nous offrons maintenant à vous tous deux Textes, fruit de la Rencontre Internationale de la Famille Dehonienne (octobre 2000), enrichis par la contribution des Supérieurs Majeurs SCJ. Le Gouvernement général les rend publics en réponse à la Motion n. 1 et comme Document de la Famille Dehonienne.

En outre, nous encourageons tous les SCJ, pris aussi bien individuellement qu'en tant que corps provincial, régional ou de district, à approfondir la connaissance pratique de cet événement dans l'Eglise et sa théologie, sa spiritualité et sa pastorale, aptes à valoriser le partage avec d'autres vocations de ce même «Projet de vie évangélique» qu'eut le P. Dehon.

3. La simplification des Structures d'organisation et de gouvernement, au sein de la Congrégation

Toute décision en la matière appartient au prochain Chapitre général. Il faut cependant se préparer à faire du bon travail durant le Chapitre, en y arrivant avec des positions matures.

Nous vous adressons donc les matériaux d'étude, présentés déjà à la rencontre des Supérieurs, afin qu'ils soient repris, en y impliquant le nombre le plus large possible de confrères, surtout s'ils sont en mesure d'apporter une contribution qualifiée.

La forme et la méthode d'étude sont laissées à votre choix, par exemple, en Chapitre provincial ou en Assemblée, dans des Commissions, au Conseil provincial etc… Nous attendons votre réponse le 30 novembre 2002, au plus tard. On doit travailler sur les modèles présentés et sur les normes juridiques afférentes. On peut présenter aussi d'autres modèles alternatifs, en les justifiant d'une façon adéquate. A partir de l'apport de tous, on rédigera ensuite un «document de travail» qui sera envoyé à tous les membres du Chapitre général, au début de 2003.

4. La représentation au Chapitre général

L'étude sur la «Représentation au Chapitre général», en vue de la mise à jour de notre droit propre, suivra le même parcours. Elle aura comme point de départ, le texte déjà présenté à la Rencontre des Supérieurs, corrigé et enrichi en partie par votre contribution et par nos ajouts ultérieurs.

Vos réponses doivent parvenir à Rome le 30 novembre 2002, au plus tard.

5. La représentation au XXI° Chapitre général

Après la consultation requise par notre Directoire général, n. 134,1, nous avons choisi la proposition I qui prévoit la représentation des délégués des Provinces et des Régions «Nullius provinciae» conformément à la proportion suivante des religieux :

- de 1 à 50 membres : 1 délégué

- de 51 à 151 membres : 2 délégués,

- plus de 151 membres : 3 délégués.

La Province BM, comptant plus de 300 membres et étant en train de se diviser en deux nouvelles Provinces (BC, BM), obtient un délégué de plus (4 délégués en tout), pour assurer une représentation adéquate aux parties qui la composent (BM, RBM).

Les Districts autonomes (IND, PHI) seront représentés au Chapitre général par un délégué élu. Le Supérieur de district, n'étant pas Supérieur majeur, n'est pas membre de droit du Chapitre général, mais il peut être élu comme délégué.

6. Centre d'Etudes - la Revue «Dehoniana»

Les Supérieurs ont accueilli avec intérêt l'information sur le travail fait par le Centre d'Etudes et ont constaté la forte cohésion et la fraternité du groupe. En plus de la publication de la revue Dehoniana et de sa collaboration à la préparation des matériaux pour Maredsous, le Centre est engagé dans la recherche et dans le recueil des écrits du P. Dehon, et d'autres documents épars. Il est en train de préparer l'édition critique de la correspondance du P. Dehon. Le Centre a déjà publié une nouvelle édition critique de la «Rénovation Sociale Chrétienne», comme cela a été demandé par le Projet «Nous la Congrégation au service de la Mission», (n. 18). En plus de publier de petits essais sur nos valeurs spécifiques, il collabore activement aux cours de Formation permanente.

Le Gouvernement général est reconnaissant aux confrères du Centre d'Etudes et encourage les Supérieurs à faire traduire leurs travaux pour s'en servir dans le domaine de la formation et dans l'animation des religieux.

La revue Dehoniana est jugée positivement par toutes les Provinces, Régions et Districts qui ont répondu (24/30) à l'enquête lancée par le Centre d'Etudes. On apprécie surtout sa contribution à la connaissance et à l'approfondissement de la spiritualité et du charisme dehonien. Le Gouvernement général en réaffirme la validité et demande aux Province d'une même langue de s'organiser pour sa traduction puisque l'édition typique continue à publier les articles dans la langue de leurs auteurs.

7. L'application de la Conférence général de Recife

L'engagement des différentes parties de la Congrégation dans la promotion des conclusion de Recife est très varié. Dans certaines Provinces et Régions, on souhaiterait avoir plus d'animation et davantage de référence explicite à Recife. Dans toutes les Provinces et Régions, on s'y est intéressé et on soutient des présences, des œuvres et des initiatives dans le social, parfois même très significatives.

Le Gouvernement général pense qu'il faut continuer de proposer, dans sa Province, sa Région et son District les réflexions et les orientations de Recife. Cela devrait entrer comme thème de formation dans chacune des étapes de la formation et comme moyen de vérification pour chaque Gouvernement de l'Institut.

8. La préparation du XXI° Chapitre général

Conformément à la Consultation et à l'échange que l'on a eu à Rome lors de la Rencontre des Supérieurs, nous avons fixé :

- le thème du Chapitre : «La spécificité apostolique de notre Institut face aux défis de l'avenir qui interpellent la Congrégation, avec une attention particulière au défi de la refondation»,

- la date du Chapitre : du 12 mai au 13 juin 2003,

- la Commission préparatoire : les P. Claudio Weber (BM), Peter McKenna (CA), Zbigniew Bogacz (PO), José Ornelas Carvalho (LU),

- de veiller à la continuité avec le Chapitre de 1977 et le thème «Nous la Congrégation au service de la Mission».

9. Le projet 1997-2003 - «Nous la Congrégation au service de la Mission»

L'esprit et la référence de «Nous la Congrégation…» s'accroissent dans toutes les parties de l'Institut. Dans certaines, leurs Supérieurs Majeurs y jouent un rôle important. Beaucoup dépend du Supérieur majeur et de son Conseil.

Une évaluation plus profonde viendra durant le XXI° Chapitre général. L'objectif actuel est de mener à terme toutes les options opérationnelles indiquées par ce programme.

10. Le collège international

Les 17 Supérieurs majeurs plus directement concernés en raison de leurs confrères qui effectuent à Rome des études de spécialisation, de recyclage ou de renouveau personnel, ont accepté à l'unanimité les 10 propositions faites par le Gouvernement général concernant leurs relations avec le Supérieur de Rome II et les modalités d'insertion à Rome de ces confrères. C'est pourquoi ces propositions feront partie du «Règlement Interne du Collège». Ce Règlement, avec les Statuts de la Maison générale, devront orienter le fonctionnement et la physionomie de cette communauté.

Comme Gouvernement général, nous invitons le Supérieur local de Rome II et les Supérieurs majeurs qui ont des religieux dans notre Collège, à maintenir des contacts faciles et fréquents pour mieux répondre aux finalités des études, de la vie communautaire, du sens religieux SCJ, etc… que l'on veut y atteindre.

11. La formation permanente

Nous remercions les Pères Zolile Mpambani et Osnildo Klann pour leur dévouement et leur grand effort déployés pour organiser et mener à terme les rencontres et les sessions de Formation Permante souhaitées par le XX° Chapitre général et par le Projet 1997-2003 (cf. N. 19-21). La participation aux sessions, exception faite pour celle de langue portugaise, a été décevante.

Mais on apprécie les initiatives de Formation permanente mises en œuvres dans les différentes parties de l'Institut et les nombreuses possibilités que certaines Provinces et Régions offrent à leurs religieux. Pourtant, tous les Religieux SCJ n'en profitent pas, contrairement à ce que l'on pourrait attendre en ces temps où les changements sont si nombreux et rapides. Tout dépend des programmes de gouvernement et de la forme d'animation que le Supérieurs majeurs emploient dans ce domaine.

Le Gouvernement général entend mener à terme le programme prévu, en organisant, de septembre à octobre 2002, à Rome, la session de Formation permanente pour des confrères de langue espagnole. Elle ne durera que 45 jours, avec le pèlerinage aux lieux dehoniens. Les thèmes seront surtout axés sur la spiritualité et sur le charisme SCJ. Son organisation et sa coordination seront confiées au P. Francisco Sehnem (BM) venu ces derniers jours pour faire partie du Centre d'Etudes.

Au niveau des zones géographiques, nous encourageons les petites Provinces d'une même langue à organiser ensemble des cours de formation permanente.

12. L'évaluation du service du Supérieur Majeur

Ce thème a été très apprécié. On suggère de le reprendre encore dans les rencontres de ce genre puisque la communication et le partage de vie et d'espérance aident tous les participants. Cela devrait se faire, cependant, au début de la Rencontre et non pas à la fin. Cet échange créé un climat de communion entre les Supérieurs et favorise le travail après.

13. Questions économiques

Plusieurs questions ont été traitées. En se référant aux Motions du Chapitre, le point de la situation est le suivant :

A. La Motion 2 du XX° Chapitre général a réaffirmé la validité du FAG. Pour la contribution des Provinces et pour l'attribution des aides, on a suivi l'iter fixé par le document «Une voie à construire… » (n. 16). Reste à mieux assurer la contribution des Provinces ; reste à mettre à jour les Statuts pour préciser les priorités d'intervention.

B. La Motion 8 entend programmer le développement de la Congrégation et la recherche des financement par les Provinces, à l'occasion de la présentation des projets aux rencontres internationales (cf. «Une voie à construire…», n. 17). Les projets, bien qu'ils ne concernent pas tous le développement de la Congrégation, ont été présentés mais pas toujours d'une façon régulière en vue de leur évaluation par les organismes compétents. De même, il n'est pas toujours clair de savoir à qui incombe la responsabilité de la recherche des financements.

Le prochain Chapitre général devra vérifier l'efficacité de cette Motion et, au cas où elle serait confirmée, fixer aussi les modalités concrètes de financements et le détail de la procédure.

Il reste encore à mettre en route la restructuration de La Capelle. C'est un projet très significatif pour des services qu'il a déjà commencé à rendre comme lieu typiquement dehonien. Il doit être réalisé, comme cela a été décidé à Recife, avec la contribution de toutes les Provinces et Régions, comme certaines sont en train de le faire déjà.

C. La Motion 9 demande que : «Avant le Chapitre général, le Gouvernement général nomme un Comité d'experts pour la révision des bilans des Provinces et de la Curie. Ce Comité préparera une relation d'évaluation pour le Chapitre général».

A la Rencontre des Supérieurs, on a traité des thèmes annexes : quels bilans des Provinces doit-on présenter au Chapitre général, les bilans annuels du sexennat ou le bilan consolidé de la dernière années ? On a demandé quels seraient les aspects à mettre en relief dans la relation d'évaluation ?

Le Gouvernement général se prononcera là-dessus en temps opportun, après une réflexion approfondie sur la question.

D. La révision des NAB, demandée par le Chapitre général, a déjà été confiée en son temps à l'Econome général qui la fera examiner par des experts en droit administratif et en droit canon concernant l'administration des biens de l'Eglise («Une voie à construire…», n. 19).

14. Conclusions concernant plusieurs thèmes, objet d'information de la part des Supérieurs ou du Gouvernement général

A. On confirme la date et le lieu de la prochaine Réunion Internationale de Justice et Paix, promue par le Gouvernement général:

- Montréal, du 30 septembre au 10 octobre 2002

- Il y a quatre thèmes: Analyse structurelle, Travail avec les ONG, Formation et Laïcat, Rôle des média dans la mondialisation.

- Organisation: elle a été confiée aux Commission de Justice et Paix de l'Amérique du Nord.

B. La Rencontre des Educateurs tenue à Salamanque en juillet dernier a été promue par le Gouvernement général pour toute la Congrégation et son organisation avait été confiée à la Province HI.

Maintenant, le Gouvernement général soumet à l'attention de la Congrégation les «Conclusions» de cette rencontre afin qu'elles soient étudiées et enrichies dans tous nos Centre d'Education et dans nos écoles. Il invite à tenir compte du «Projet éducatif dehonien» comme orientation pour nos collèges.

C. Le Gouvernement général présente à votre attention le «Message final» de la Rencontre Internationale de l'Animation Missionnaire, tenue à Rome du 19 au 23 novembre 2001, sous la direction du P. Ryszard Mis et du P. Zolile Mpambani.

Il encourage également la mise en œuvre d'initiatives favorisant l'échange d'information missionnaires demandé avec insistance.

D. Le 10 novembre 2001, a été faite l'unification de la Province CA et de la Région CGA en un seule Région Nullius. Elle entrera en vigueur en juin prochain.

Dans un avenir proche, on attend la division de l'actuelle Province BM en deux nouvelles Provinces, BM et BC, ainsi que la création du District autonome de l'Uruguay, tandis que la Province HI a fait la demande d'entamer le processus d'ériger le Venezuela comme une réalité autonome par rapport à l'Espagne.

E. Le travail confié à Maredsous concernant les Archives Dehoniennes se poursuit. Nous remercions le P. Adrien Borst de nettoyer et mettre en ordre le matériel conservé dans ces archives et de photocopier les originaux, travail fait avec la plus grande précision et beaucoup de patience.

Nous demandons à toutes les communautés, Provinces et Régions qui seraient en possession des lettres ou des textes originaux du P. Dehon, de les envoyer aux Archives générales de Rome, comme certaines Provinces l'ont déjà fait. Ces originaux y seront classés, informatisés et leur conservation y sera assurée.

Cette partie confiée à Maredsous n'est que la première étape d'un travail long d'informatisation de tous les matériaux concernant le P. Dehon. La dépense que cela représente est élevée et sera soumise à l'approbation du prochain Chapitre général.

F. Les Evêques dehoniens, 21 au total, eux aussi, souhaitent tenir une rencontre internationale à Rome pour approfondir la spiritualité dehonienne dans le ministère épiscopal. Etre des Pasteur selon le Cœur du Christ est l'idéal de nos Evêque qui se considèrent disciples du P. Dehon et ne cachent pas leur profonde identité SCJ qui existe et qui se manifeste toujours en eux, enrichie maintenant par l'ordination épiscopale.

G. Lors de la rencontre des Supérieurs, on a ravivé la mémoire de nos serviteurs de Dieu et de nos martyrs. Leur témoignage doit nous encourager à les imiter dans le don généreux de notre vie. Leur mémoire nous pousse à évaluer historiquement la contribution qu'ils ont apportée à l'Eglise et à la Congrégation, ayant été au service du Règne de Dieu «dans les âmes et dans les sociétés». Leur proximité de Dieu nous stimule à demander leur intercession, avec foi et dévotion, aussi bien dans notre vie ordinaire que lorsque nous avons besoin d'une intervention spéciale de Dieu.

Nous vous invitons donc à promouvoir auprès du Peuple de Dieu la connaissance du P. Dehon, du P. Prévot et de notre Bienheureux Juan Maria de la Cruz pour que «nos saints» soient imités et invoqués comme intercesseurs pour la plus grande gloire du Sacré-Cœur et pour une plus grande sainteté dans l'Eglise.

H. Enfin, à l'occasion du 125e anniversaire de la fondation de notre Institut, nous proposons à tous les confrères la célébration d'une Année Dehonienne spéciale, commençant le 14 février 2002 et se terminant le 28 juin 2003. Ce sont deux dates jubilaires. En fait, le 14 février 1877, au Sanctuaire de Lorete, le P. Dehon eut l'inspiration et prit la décision de fonder notre Institut. Le 28 juin 1878 a toujours été reconnu comme date de fondation, date à laquelle le P. Dehon fit sa première profession religieuse.

Pour nous, cette année devrait être une année de renouvellement de notre charisme, de notre spiritualité et de notre mission, et de retour au noyau central de notre inspiration, c'est-à-dire au mystère du Cœur du Christ, à la médiation charismatique du P.
